Diplomats say Southeast Asian leaders have decided to launch a human rights declaration despite last-minute calls for a postponement by critics, including Washington, who say the pact contains loopholes that can allow atrocities to continue.
Diplomats say the 10 leaders of the Association of Southeast Asian Nations, an unwieldy bloc of liberal democracies and authoritarian states, will sign a document adopting the ASEAN Human Rights Declaration on Sunday in the Cambodian capital of Phnom Penh, where the heads of state are holding an annual summit.
The nonbinding declaration calls for an end to torture, arbitrary arrests and other rights violations that have been longtime concerns in the region.
Myanmar's top diplomat, Wunna Maung Lwin, told The Associated Press that his country welcomes the declaration and will abide by it.

The CIA-Pentagon - victorian cartel must look at their own abysmal human rights record , that when they 'choose to hate', they loose all balance of their mental faculties and their actions are driven and consumed by their hate. The only point they prove to the rest of the world is that peace and general harmony are the better of the two options. What has been proved by the information war run against us is only this , that they were once great masters of divide and rule but no longer. They mask has fallen , and it is now evident that this establishment controls significant interests in 'Hollywood' and the movie making industry elsewhere What is also proved is that they can bring to life their 'own creations' in the entertainment world be it 'Psy' or others with the clear attempt to divide the emerging world Sorry that won't work any more , you guys need to call it 'quits' or you will cause much embarrassment to your political leaders who will be forced to defend your silly actions
