Former Haryana minister, Gopal Goyal Kanda, who had been absconding for the past 11 days has surrendered before the Delhi police and has been arrested at Bharat Nagar police station at 4 am today. Before entering police station, he told reporters that he was joining investigations as directed by Delhi police.
