Future tense for aspirants as NIT entry norms quashed

The decision of the Orissa High Court quashing the new guidelines prepared by the Central Counselling Board (CCB) for admissions to National Institute of Technology (NIT)-Rourkela is now growing into a national issue, with a number of candidates expressing apprehensions over expected delay in completing the admission process to the NITs.
Private institutions have also raised many questions about the recent development, arguing that they might be the most affected given the rule of the CCB on getting done with admissions to NITs first and then coming to the private colleges.
On Wednesday, the High Court found that clause 3.3.1 of the CCB information brochure, which dealt with allotment policy for home state quota, other states quota and all India quota as bad in law. The guideline, claimed to have been formulated to give a national character to the NITs, is feared to have disqualified a large number of students from taking admission in NITs located in their home states.
While this particular petition dealt with only the admissions to the NIT-Rourkela, that the order struck down a clause of the CCB guideline has made students wonder if it would affect the entire counselling process, four rounds of which have already been completed.
According to students, the controversy has been raked up unnecessarily owing to the changes made to the guidelines mid way through the process, which was a clear violation of previous Supreme Court verdicts. “Now we wonder what would happen to all the admissions made since the first round of allotments as it was based on the new guidelines. If the government does not appeal, will that mean the counselling will take place all over again?” questioned V Suresh, an NIT aspirant.
This fear of delay in admission process has been strengthened with the a notification put up on the CCB website, putting on hold sliding and registrations process for the remaining NIT seats. Private colleges on the other hand said that odds were already staked against them, as the CCB comes to admissions in these colleges only after finishing with NITs.
S Vaidhyasubramanian, dean of Planning and Development at SASTRA University, said his institution walked out of CCB pool in 2010 for this reason. He said while the private colleges were asked to pay `10 lakh as participating fee, a clause giving preference to the NITs was also brought in.
“This ensured that the process got inordinately delayed for the private institutions,” he said.

I dont know who are the people affended by the system. The existing reservation for HS and OS is known to all. However, just for the reason that the legally connected few could not secure competetive rank under HS, are creating such nuisance. The judges also should think before what they are delivering as the future of many of the students, not only in orissa but in entire country , would be at stake. The judges should give directions to the CCB to clear up if at all any thing is amess. Simply holding the admission process at this juncture, the court has failed its duties and very the motto of constitional rights. The work being done by NIT rourkela is really superb with regard to CCB management his year headed by Director Sh.Sarangi. The court should thrash the case immediately or CCB should file an appeal before Hon'ble Supreme court with a request to direct High court of Orissa not to pronounce such adhoc judgement / stay.

Just luk at t NIT Wngle site, the OS state ranks are more than the HS rankers. Similarly many have not got their branch and choice NIT. Analyse and feel who gains here !

The move of Odissa Government is laudable. Many students who are waiting for their upgraduation in OC category from the HS will now have a chance to compete based on their overall ranking for their seats in their home sate irrespective of whether they belong to HS or OS (all India). Preventing anyone (HS) from competing for vacancies in all India quota in the home state based on their merits is against fundamental rights of the individuals and hence Judges to decide not only based on the merits of the issue but also quickly to complete the admission process.

Sir, Just look at Maharashtra NIT - even the 16Ks are not getting a foot there in Metallurgy. Also why the same rule does not hold good for the reserved categories ? why they did not alter it this time ?

Until four rounds, the seats were alloted based on HS and OS category strictly. The 50% reserved seats for SC,ST,OBC etc were also offered to them strictly. More over the merit students / rankers from SC,ST,OBC etc initially in the first place got seats in the open category as per their good ranks. Inspite of that few seats fall vacant / unclaimed by students from category of OS,SC,ST,OBC etc. Then it is not wrong if spot admissions were given on first come first basis, in the spot/final round irrespective of categories like HS,OS,SC,ST,OBC etc. It will take whole academic year for CCB to fill those seats, if attempted to fill them by several rounds repeatedly based on section 3.3.1. No one will benefit if those vacant/unclaimed seats were not filled/kept vacant which were reserved for categories like HS,OS,SC,ST,OBC etc.

This year the CCB has replaced the All India Quota with Other State Quota in NITs restricting thereby the entry of Home State candidate to 50% leaving the other half necessarily for candidates from other state. The Home state candidates are excluded from this half. Until last year general merit candidates of the Home State were considered against All India Quota first and then under Home State Quota on merit and thus the candidates had a chance to get more than 50% seats in the NITs situated in their Home State. The change brought on 15.06.2012 by the CCB has changed the said scenario and now with the court's intervention, the admission process has come to a halt.Hope better sense will prevail upon the people responsible for an early solution to the issue as thousands of candidate has already taken admission and few more thousands awaiting for the process to complete.

The rule giving 50% reservation to home states and balance 50% to other states is a perfect rule keeping in view these are national institutes. There is a recent judgment from Supreme Court asking high courts not to give hasty judgements on matters concerned with students' careers and that merit to be given utmost priority above all. What is then wrong to allow the meritorious students to get the seats. If Orissa student is not getting admission in the HS , same is true for an Andhra student . Why then all this fuss? The decision on this admission process is to be made by the Supreme court as NITs are spread all over India and it is not for a particular state to dictate terms.

IT is not proper to change the policy of the selection procedure after declaration of the results. it has resulted in people who are normally used to get seat in their home states are now compelled to go to out side the state.and this was applied only for general category .It has effected the General category Middle rank students .

Top 4% of Iain means rank of 45000. Take 9000 for IITs, 3000+ for BITs,etc, leaves about 34000. Where are seats in NITs ? In India there is reservation for everything, and now reservation among general candidates for HS, outstate. Another point, if tomorow old IITs are occupied by one sate candidates becaouse of merit, shall govt put a reservation ? Then why not reserve medals in Olympic ? Grt Indian edication show ?

Then put same home state & out state reservation in IITs, Medical colleges and everywhere and then see how many seats go empty every year.

what ever counselling seat allotment process , the CCB followed till last year should be followed now . If not ,then what about the pathetic middle rankers aiming to get a seat in their home nit . already gen category is in anguish because of resevations ,this act is nothing less than adding salt to their wounds. Please save the pathetic general category souls.

What is pathetic in middle rankers. Pathetic since they have not done their study properly and now trying to get a good branch in their home state Nits. What a reward to middle rankers over top rankers.

Sir, Don't deny the fact the most of the good rankers come from a few states and this very rule is denying them admissions. If a state does good and has more good successful candidates then their fate is doomed for sure for getting their home state university. Also do you think this is right if the same rule holds for the IITs tomorrow ?

i think so giving more preference to state students is better.It is so as the students will not face any residential problems in doing so.Also students of the state of which NIT belongs will able to develop state better .I think so court should end their decision by giving preference to state students.........................................................................................................................................................................AND ALL SHOULD GET A CHANCE OF NIT IN THEIR STATE...

Being central...equal oppurtunities should be provided to students from all over the nation.... this hs quota system is crap... it was really great step this year by nit rourkela to bring a lil bit of change in it...n it should be kept....

Why not face any residential problem. Whether all the students are comming to Home state Nit from the same city were nit situated. Or you mean reservation to be given to student belong to same city were Nit situated. Thinks twice before giving such type of ideas.

come on... this years system of hs and os quota is absolutely perfect. It will provide national status as well.......and the old pattern was stopping many meritorious students from entering top NITs like warangal,surathkal,trichy...i mean a student having 10k-12k rank in aieee is not getting his desired seat in some top level NIT coz he does not belongs to that state and adding to it... many are in such states with new NITs which dont even have its permanent campus ready(like puducherry,goa,delhi plus north east NITs).......On the other hand 20-25000 ranker is getting desired stream in his preferred colllege being in the same state....How come this can be said biased... there is no point giving so much importance to home state candidates for admission in an INSTITUTE OF NATIONAL IMPORTANCE......
