HC stays recruitment of sub-inspectors

In a significant development, the Orissa High Court has stayed the recruitment of sub-inspectors (SIs) over allegations of non-adherence to prescribed norms.
Acting on a writ petition filed by an aspirant, Sarbeswar Biswal, the Division Bench of Justices BP Das and BK Nayak directed that no action should be taken on the selection list for recruitment till the next date of hearing posted to September 18.
The directive came in pursuance to the submission made by the counsel for the petitioner, Asim Amitav Das, that the selection of the Police SIs for 2011-12 had not been done in accordance with the prescribed norms and as per the Government notification.
The advertisement notified recruitment for 563 but the selected candidates are less in number, which is a violation of the prescribed procedure.
It was further stated before the court that this being a service matter, the petitioner had approached the State Administrative Tribunal (SAT) by filing an Original Application.
The SAT after hearing had issued an interim order against publishing the results.
But at the final stage, while reserving the judgment, the Tribunal modified its earlier order allowing publication of results with any subsequent action subject to the order passed in the Original Application.
Being aggrieved with the Tribunal order, the petitioner had filed the writ petition in the HC stating various reasons with an appeal to intervene in the matter.
