The bench observed that when an accused appears before a court in pursuance of a summons, the agency will have to apply to the court concerned to get his custody.
"People in PoK are seeing the positive changes across the Line of Control and they are asking themselves that if things are like that, why are we suffering," he said.
The top court also refused to consider ED's objection to Arvind Kejriwal's statement that if people vote for AAP, he will not go back to jail on Jun 2.
