Former CAG official R P Singh, who has created a storm with his statements on the 2G spectrum allocation audit, today claimed that his superiors gave him "written order" following which he signed on the final report giving a presumptive loss figure of Rs 1.76 lakh crore.
Singh, who headed the CAG team that audited the 2G spectrum allocation, maintained that he had never put the figure of Rs 1.76 lakh crore in his draft report.
"They (senior CAG officials) told me that this is the final report and asked me through a written order to sign on it. So I followed the instruction and I signed the report," Singh told PTI.
He claimed "there was no opportunity to show one's difference of opinion."
"I am their field office. I prepared the report. Why I removed those figures I explained. I gave them the reasons for the removal and thereafter submitted it to the higher authorities. This is their report and their responsibility.
They again put those loss figures. What can I do in this?"
To a question whether he had differed on the figures quoted in the Comptroller and Auditor General (CAG)'s final report, he said it was not a question of difference.
"I had removed these figures from my report. Why I removed these figures from my report I had explained. But they did not agree to my explanations and they incorporated those figures in the final report.
"And they told me that this is the final report and asked me through a written order to sign on it. So I followed the instruction and I signed the report," Singh said.

If RP Singh is trou to his utternaces now , he should have threatened to resighn and expose. The fact he is talking now , he is a black sheep ., purchased by the Govt. Let him produce the "written order " to the press

Who is this Singh? He was relatively a subordinate officer in the Controller and Auditor General Office of India and we should not take his motivated statements at face value. This Lion ???( R.P Singh) has been a coward for the past more than one year and after retirement has now become very brave to roar only to gain a chief publicity. Secondly he has not said (Like Kapil Sibal's zero loss assessment) that there was no loss in the 2G spectrum allocation but differs in the loss figure only. So Congress and it allies find no occasion to celebrate. Criminal action should be taken on Mr. R.P Singh as he was derelict in his duty in so far as he was abetting and aiding a wrong report and his being coerced to sign the same, if there is any merit in his belated and suspicious claim. These apparently motivated, desperate utterances are only attempt to mislead the public. Of course a drowning man will catch even a straw. Prof.S.Elangovan

This kind of revelations are common in our country since attaining freedom in 1947.Not a single government official ever opened their mouth during their tenure for clearing abuse of power by either their colleagues or those under them. If any tried, will go on indefinite leave or on a transfer to a totally unfamiliar place. Those who did after retirement always got some benefits, and hence the attempt.

If he was asked to sign the report and he signed it means he is unfit to be even a clerk leave alone officer of DG grade.
