The Kerala High Court on Wednesday extended up to October 31, its order to the University Grants Commission (UGC) not to destroy the answer sheets of the candidates who appeared for the UGC National Eligibility Test (NET) held in June.
A Division Bench comprising Chief Justice Manjula Chellur and Justice A M Shaffique issued the directive while considering 2500-odd petitions challenging post-result alteration of the test’s qualification norms by the UGC.
The NET examination results were published on September 18. After the publication of the results, the commission allegedly altered the test’s qualification norms by mandating that candidates in the general category should score an aggregate of 65 per cent for all three papers to become eligible for lectureship. The corresponding figure for the OBC category is 60 per cent and that of the SC/ST category is 55 per cent.
The UGC vehemently opposed the interim order of the court. However, the court declined to vacate the order.
The UGC submitted that it can determine the eligibility criteria and the notification is only an invitation to appear for the examination.
Since the NET is an objective type examination qualifying criteria can only be determined later. The wisdom of the committee cannot be called into question, the UGC further submitted.
It submitted that nearly 5,70,000 candidates had appeared for the NET examination held in June.
Unlike previous years, Paper III of the exam held in June was in objective mode instead of the usual subjective mode.
Compared to previous years’ pass percentage, even after fixing 65 percentage of marks as aggregate, the pass percentage is three times higher, the UGC said.

The verdict itself stated that alternation of mark by ugc even after the exam is cheating, and ugc has no right to do it, so this judgement is applicable through out india...

should have fixed cutoffs as net is an eligibility test. paper I should be of qualifying nature and the aggregate should be of the two subject papers as knowledge of the subject is more important for teaching in a college/university. at least the nature of the final criteria should have been given earlier.

Among 43957 total qualified candidates (JRF 3625 + LS 40332), 6716 candidates passed in Management. (15%) 6125 candidates passed in Hindi. (14%) 3306 candidates passed in Geography.(7.5%) 3211 candidates passed in Commerce.(7.3%) 2648 candidates passed in Education. (6%) 2290 candidates passed in History. (5.2%) ---------- 24296 candidates = 55% of total result. ---------- Only 184 candidates (9 JRF + 163 LS) (0.40%) have been qualified for Computer Science subject in all over India. It is less than 1% of total result. From this, same cut-off marks for all subjects is unfair. UGC is cheating entire nation with its autonomy. It tries to hide the truth.

When any student appears for the exam, it is the right of the student to know the minimum marks to qualify the exam well in advance. To change the final result criteria after the exam results is agaist the law. and whats the problem if more number of students clears net, It will only increase the competition. further the candidate has to answer the interview. I think UGC has to revert their decision back. I strongly oppose this shameful act of UGC.

it is not shame for UGC. the aim of NET exam is testing the ebility..It is correct decision from UGC...because it is an objective mode test and there is no negative mark..and in my openion is increase the cutt off mark up to 75 or 80% ..other wise value of NET exam is diminished...

ugc is cheating the candidates appearing for NET exam in the name of the 'standard'. Once it cheated all M.Phil/P.hd holders by removing net exemption. ugc is again doing the same. Ugc has conducted eligibility exam and not a recruitment exam. Once the criteria for passing is decided why there is a necessity for chaging the criteria?

[!User Complaint!] Dear sreejith sir will u ever be eible to hit a target where the target is not transparent or invisible.its like that ugc is not fixing the target before the exam bcoz it believes that if less people qualify then nation would think that it is a quality exam.means quantity (less) will always be the criteria to select not the real quality of people.hence it wants to increase its quality by selecting less eligible/qualifying people but not by selecting eligible /qualifying people.

[!User Complaint!] This is injustice and UGC should think twice about the critria of qualifying net exam .they have to decide all this thing like it will be MCQs first time and more candidates will appear in the exam and should decide the criteria at the time of notification

Dear Mr.Srejith First learn basic spellings correctly and then try to think of scaling Everest .marks have nothing to do with intellect of people remember this if you belong to teaching faternity. There are many good teachers who have scored a third class in their academics.equating skills with marks is a blunder, i have many teachers of mine who are gold medalists ,PHDs etc but they cannot put across what is there in their minds correctly .so therfore i assert increasing mere numerical standards for giving eligibility is irrational.think twice teacher needs to pass the test in front of a class not just UGC or some other exam which only test your memory.

Dear Friend It is not the question of mistake or impartiality, it is a matter of trust. Many times we among friends discussed the manner in which GATE exam and similar other exams had been conducted in the past , and they were continuing it . The concept of -ve marks and percentile is the very relevant solution to such issues, beyond that different subjects say computer science and electronics right now are parts of humanities and can you expect that they are easy to handle, and their cut of can not be compared with other subjects, and interestingly this is the first time in UGC more than ten students passed under subject codes 87 and 88 check the past year results. I too cleared 5 times PI and PII in GM category but missed my PIII equal number of times. Then also I say no compromise on quality and the only remedy is the one which I mentioned above or else introduce the old PIII subjective concept with, -ve concept in PI and PII Thanks

my dear sreejith you are right that net is an eligibility test and cut off should be 75% or something more, then only it can be balanced with toughness of earlier net exam, but it should be notified earlier,so that candidates can make up their mind according to that...

Well said Sreejit, UGC more right here, for objective type its the treatment. sabhi ka ho gya to whats the need for qualifying.... taking 50% is not big deal. Hit & trial have also a great role coz no -ve marking..so easy to secure 50%, UGC is not wrong that much.
Posted by vikram at 01/08/2013 22:34 Reply to this Report abuse
UGC should think about -ve marks or criteria before making rules regarding and not after the examination. that is the only thing matters to me. i am not against about 'standard' thing of UGC NET

Do not be over smart, know that you are in a democratic country, everything must have transferancy. Mere passing net do not indicate the candidate is the most inteligence, may be a candidate who has scored less in the net exam, scored more than a candidate like you(?). This does not indicate that you are more capable, if it is true than, what is about evaluation result of an University, where we think most scholars evaluated you. Are they wrong?

Dear all, I personally went to Delhi NET Bureau office of South Campus. The officer who spoke to me could not answer any of my questions. I asked him a simple question - that in any game if the rule is not disclosed earlier how contestants can be judged ? Failing to reply my question he answered that only Mr Pallam Raju , Minsiter can answer this question. This body is basically is useless & rotten. They do not have any intention of contributing towards education. What you can expect from the Body who overnight changes the rule just to deprive the eligible students. What I can gather from him that they will not accept H'ble Kerala High Court's decision. I request to you all - pls pour in letters to Prime Minister & President's office. I am sure both are highly educated persons and they will do justice.
